Background of the study
Local government policies in Uyo have a profound impact on housing development and urban planning in Akwa Ibom State. In recent years, the rapid urbanization of Uyo has necessitated comprehensive policy frameworks to address housing deficits and promote sustainable urban growth (Etim, 2023). Local government authorities are tasked with designing and implementing strategies that ensure affordable, safe, and well-planned housing projects for an ever-growing urban population (Mbanefo, 2024). These policies are critical in guiding land use, zoning, and infrastructural development, which in turn influence the quality of urban life (Akpan, 2023). However, challenges such as bureaucratic delays, funding shortages, and inadequate stakeholder coordination continue to impede progress in the housing sector (Inyang, 2024). Furthermore, the integration of modern urban planning principles with traditional settlement patterns has been a persistent challenge for policymakers. This study examines the effectiveness of local government policies in driving housing development in Uyo, critically analyzing the successes and obstacles to formulating responsive urban development strategies (Essien, 2023).

Statement of the problem
Housing development in Uyo is hampered by policy implementation challenges and resource constraints. Despite the formulation of progressive housing policies, bureaucratic inefficiencies and inadequate funding have resulted in substandard housing conditions and unmet urban demands (Akpan, 2023). The lack of effective coordination between various government agencies further exacerbates these challenges, leading to delays and incomplete projects. Additionally, rapid urbanization has outpaced the capacity of local policies to respond adequately to the housing needs of a burgeoning population. These issues not only affect the quality of life for residents but also hinder overall urban development, underscoring the need for a comprehensive evaluation of current policy measures and their effectiveness in addressing housing challenges (Ifeanyi, 2024).

Objectives of the study:

  • To examine the impact of local government policies on housing development in Uyo.

  • To identify the challenges in policy implementation affecting housing projects.

  • To recommend improvements for more effective housing policy outcomes.

Research questions:

  • What are the key local government policies influencing housing development in Uyo?

  • What challenges impede the effective implementation of these policies?

  • How can policy frameworks be improved to better address housing needs?

Research Hypotheses:

  • H1: Local government policies significantly influence housing development in Uyo.

  • H2: Implementation challenges negatively affect housing project outcomes.

  • H3: Enhanced inter-agency coordination improves housing development efficacy.

Significance of the study
This study is significant as it provides a critical evaluation of local government policies in shaping housing development in Uyo. The insights gained will help policymakers and urban planners design more effective strategies to meet housing demands and improve living conditions. By identifying key challenges and proposing actionable recommendations, the research aims to contribute to sustainable urban development and better governance in the housing sector (Ukeme, 2023).

Scope and limitations of the study:
The study is limited to examining the impact of local government policies on housing development within Uyo Local Government Area, focusing solely on policy frameworks, implementation challenges, and urban planning practices.
